Project Name: PE for Improved Sounder Commuter Rail Operations

Project Description and Explanation: The funding would be used to fund Preliminary Engineering (PE) for Sounder service to be implemented using Battery Electric Multiple Unit (BEMU) operations along Sound Transit’s Lakewood sub-division rail in Pierce County with a goal to increase commuter service and improve operations. A BEMU is a self-propelled passenger train car that uses an on-board battery-electric engine, requiring no separate locomotive. Operating Sounder service with BEMU equipment would produce less noise, and is expected to save capital and operations costs, while providing the potential for increased service to/from the cities of Tacoma, Lakewood, DuPont, and Tillicum.

Project Name: Alameda Ave – Pedestrian and Bicycle Improvement Project Phase 2A

Project Description and Explanation: The funding would be used for the construction of new curb, gutter, sidewalk, and ADA-compliant curb ramps, along with dedicated pedestrian and bicycle facilities that will tie into existing infrastructure near 44th Street West. This segment of Alameda Avenue currently lacks safe, continuous facilities for pedestrians and bicyclists, creating significant safety risks, particularly for vulnerable users. The absence of adequate non-motorized infrastructure limits safe access to schools, transit, and nearby commercial and medical services.

Project Description and Explanation: The funding would be used to upgrade the features, utilities, and landscaping of the park which will serve as a welcoming public gathering place for residents, businesses, and visitors, boosting community cohesion and economic vitality in the City of Lacey.

Project Name: Fort Steilacoom Community Service Center

Recipient: City of Lakewood

Project Description and Explanation: The funding would be used for the construction phase of the project, to include site improvements and redevelopment of the historic facilities into community service buildings. The buildings will be retrofitted to accommodate community learning operations, facilitate special event management, and act as a central location for emergency responses.

Project Name: Fruitland Sidewalk Improvements

Recipient: City of Puyallup

Project Description and Explanation: The funding would be used to construct approximately 1,000 linear feet of ADA-compliant sidewalk on the east side of South Fruitland Avenue, closing this gap in the City’s pedestrian network. The project will also include approximately 950 linear feet of marked bicycle lane to provide a dedicated space for cyclists and enhance multimodal safety along the corridor. To further improve visibility and safety, six new streetlights will be installed behind the sidewalk, enhancing illumination for pedestrians and motorists and improving safety at the intersections of Fruitland Avenue, 7th Avenue SW, and 9th Avenue SW.

Project Name: Fishing Wars Memorial – Regional Freight Mobility Bridge Replacement – Phase II

Project Description and Explanation: The funding would be used for Phase II environmental and final design effort necessary to replace the structurally deficient multimodal bridge over the Puyallup River. This bridge is critical for freight mobility. Closure of the facility severed a critical freight and commuter corridor linking the nationally significant Port of Tacoma to Interstate 5 and regional distribution routes, disrupting national and military supply chains.

Project Name: Demolition of Old Tumwater Brewery Boiler House

Recipient: City of Tumwater

Project Description and Explanation: The funding would be used for the demolition of a contaminated structure previously used as a boiler house. The demolition and abatement of the boiler house will act as a catalyst to private sector redevelopment and generate hope within the general population as it would constitute a highly visible change in an area of local, historical and cultural significance just moments away from the steps of the state capitol.

Project Name: Power Safe UP

Recipient: City of University Place

Project Description and Explanation: The funding would be used for two core improvements at 16 strategically selected intersections in the City of University Place which link the City’s core economic development area to its surrounding residential neighborhoods, including those within Qualified Census Tracts (QCTs) as defined by HUD, and physically uniting the City’s three primary commercial centers. The first is to install battery backup units that keep traffic signals and crosswalk systems fully operational during outages. The Pacific Northwest’s frequent storms regularly disable signals at the City’s most economically and socially critical intersections, creating dangerous conditions for drivers and pedestrians. The second is to receive upgraded crosswalk signals equipped with audible tones and tactile push-button interfaces, ensuring that residents with visual impairments and other disabilities can safely and independently navigate the City’s pedestrian network.

Project Name: Second Street Downtown Infrastructure and Streetscape Improvements

Project Description and Explanation: The funding would be used to upgrade deteriorating roadway and pedestrian infrastructure and install new sidewalks, ADA-compliant crossings, pedestrian lighting, drainage improvements, and streetscape elements that improve safety, accessibility, and the overall downtown environment.

Project Name: Tribal Fish Hatchery Remodel & Modernization

Project Name: Rehabilitation of 90 Housing Units – Salishan Phase 4

Project Description and Explanation: The funding would be used to address critical and overdue capital needs—specifically the replacement of aging roofs and the completion of essential exterior painting—to ensure long-term safety, durability, and quality for the residents who call Salishan home.

Project Name: Joint Base Lewis-McChord Fire Station 105

Project Description and Explanation: The funding would be used for the construction of the Joint Base Lewis-McChord Airfield Fire & Rescue Station. The new station is necessary for readiness and national security, including to protect 40 C-17s, the airmen and civilians that support the Air Force’s mission, and power projection platform capabilities. The current fire station, built in the

1950s, is not up to code, seismically unsound, and is at end of life. This project was also already authorized in the FY26 National Defense Authorization Act.

Project Name: PFAS Mitigation Well

Project Description and Explanation: The funding would be used to drill a new well into a much deeper, uncontaminated aquifer to partially replace the water supply that has been lost due to PFAS contamination. The proposed O-3 replacement (O-3R) well is part of LWD’s multi-year integrated response to PFAS contamination and meet EPA regulations for PFAS in drinking water.

Project Name: STEM Laboratory and Research Equipment Initiative

Recipient: Pacific Lutheran University

Project Description and Explanation: The funding would be used to acquire state-of-the-art laboratory and simulation equipment, creating a cohesive, high-tech training environment within the newly renovated science facilities. Project Name: Sprinker Community Center Renovation – Phase II

Project Description and Explanation: The funding would be used to build include community-focused activities like a multi-purpose sports court/gym, elevated walking track, expanded lobby for passive community use, teen space, updated restrooms and locker rooms, community resource space, art/makers area, fitness and community rental rooms, and renovations for safety and to meet Washington State Clean Buildings performance standard.

Project Name: Paratransit ADA Assessment Facility Project

Project Description and Explanation: The funding would be used to convert approximately 2,020 square feet of vacant space into dedicated offices and assessment areas used exclusively to determine eligibility for Americans with Disabilities Act (ADA) complementary paratransit service. Under the ADA and 49 CFR §37.125(c), Pierce Transit must complete eligibility determinations within 21 days of receiving a completed application or grant presumptive eligibility.

Project Name: Rural Agricultural Conservation Research Center

Project Description and Explanation: The funding would be used to develop a rural Agricultural Conservation Research Center to benefit the residents of Thurston County. Funds will be used to complete the planning and site preparation phases of the project and to begin the design-build phases of this roughly 30-acre campus in central Thurston County.

Project Name: Regional Law Enforcement Center and Courthouse

Project Description and Explanation: The funding would be used for planning, design, architectural drawings, and project management of a new Regional Law Enforcement Center and Courthouse complex. The current facility has judges, juries, attorneys, detainees, and the general public crossing paths in constricted areas, with the ever-present potential for costly mistrials and those that may have been found guilty being released back into our community

Project Name: Commercial/Main Complete Streets project

Project Description and Explanation: The funding would be used to add curbs, gutters, and sidewalks to connect with other sidewalks along Main Street and Commercial Street. The project would also widen Main Street between Commercial Street and the alleyway behind Town Hall to two 11-foot driving lanes and would grind and overlay the entire road surface on Main Street from Lafayette Street to Commercial Street and Commercial Street from Main Street to Union Avenue. The sidewalks will provide for pedestrians to safely traverse the corridor while going to or from the abutting park where our summer concert series occurs. Additionally, the sidewalks will provide a safe walking route from Town Hall and downtown to the Pierce County ferry terminal which provides services to Anderson, Ketron, and McNeil islands
